Shenghan Xu, Ph.D., is a nationally recognized leader in healthcare systems transformation with more than 12 years of experience directing large-scale evaluation and innovation initiatives at the federal, state, and provider levels. She holds a Ph.D. in Management Sciences (Operations & Information Management) from the University of Massachusetts Amherst, an MBA from the University of Massachusetts Lowell, and a B.S. from Shanghai University of Finance & Economics.

Dr. Xu currently serves as an Expert Panelist on the National Integration Academy Council (NIAC) of the Agency for Healthcare Research and Quality (2025–2027) and previously served on the CMS State Innovation Models (SIM) Evaluation Committee (2016–2018). Her most significant initiative was serving as Principal Investigator and Program Director for the Idaho Statewide Healthcare Innovation Program Evaluation, a multi-year, ~$40M CMS-funded effort that supported more than 1,000 clinics transitioning to Patient-Centered Medical Home (PCMH) models.

She founded ECHO Idaho, a statewide tele-mentoring platform for physician education, and currently leads evaluation of Oregon’s SAMHSA-funded 988 behavioral health crisis system in collaboration with Cornerstone Whole Healthcare Organization. Her core expertise spans healthcare data strategy and analytics, program evaluation, digital health innovation, CMS and SAMHSA reporting, and population health management.
